Need a North Carolina Home Study? Frank Adoption Center has recently expanded its ability to assist families all across North Carolina with home study and post placement supervision services. Through our contract social workers across the state, we are able to complete home studies for families completing domestic, relative, or international adoptions.
The agency can respond to these requests in a timely manner and can also provide post placement supervision. Many of our contract workers hold a Social Work degree and all have extensive experience in child welfare services.

About Us
Frank Adoption Center (FAC) is a licensed, nonprofit agency founded in 1994. On September 18, 2002, FAC received its certificate of re-accreditation from the Ministry of Education of the Russian Federation, making it one of the first four U.S. agencies recognized by the Russian government to legally assist children and families unite through adoption. Our Programs
FAC's active adoption programs currently include Russia, Kazakhstan and Kyrgyzstan. FAC works in over 50 orphanages throughout these countries and has developed a long history of cooperation in most regions. The orphanage personnel, local judges and officials have placed a great deal of trust in our organization and rely on us to help legally available orphans find permanent homes as soon as possible.
Adoption of children from the Russian Federation are conducted in the child's birth country and are a final and binding judicial process. Read more about our programs here.
Friends of Frank
The overwhelming majority of families who have adopted overseas agree that a permanent link to the child's country of birth is established the moment the adoption takes place. The adopted child becomes an ambassador of good will and the adoptive parents take pride in cultivating this ethnic tie to their child's birth country. As the child grows, this link to their birth country becomes crucial to their sense of identity. Child experts agree that fostering an open, loving perspective on the child's adoption encourages confidence, stability and acceptance.
Families adopting through FAC's program are immediately included into the "Frank Family" network which promotes the child's cultural heritage through social events, reunions and other resources. Families are encouraged to join "Friends of Frank," a volunteer group comprised of adoptive parents that work on projects and programs in support of the children remaining in institutions in the Russian Federation.
Where Do I Begin?
1. Applying for Approval to Adopt a Foreign Orphan from the US Citizenship and Immigration Services (USCIS.) You do this by submitting an 1-600A form and fingerprint cards to the USCIS. You obtain this form through the USCIS form request line at 1-800-870-3676 or online at the USCIS website: www.immigration.gov. This is critical to the completion of your international adoption. The turnaround time for receiving USCIS approval from your local BCIS office varies, but is typically received in 1 to 4 months. Once you have received approval, a cable is sent to the American Embassy in the country of your choosing. Should you decide to work with Frank Adoption Center, the Embassy' identified would be Moscow for adoptions through Russia and Almaty for Kazakhstan.
2. Completion of an International Home Study by a licensed social worker and/or a licensed home study agency in your state. Your final USCIS approval is contingent upon the recommendation for approval by your home study agency. In some states you are allowed to file your I-600A prior to or during your home study process. In others, you cannot file for USCIS approval until your homestudy has been completed. Your home study agency should be able to advise you of your state's policy regarding this. Your homestudy needs to reflect the country from which you have chosen to adopt, as well as the age and number of children you desire.
3. Completion of a Dossier. Once you have applied to our agency you will be sent a dossier packet. Your dossier consists of all the legal documents necessary to process your adoption in Russia or Kazakhstan. The documents then need to be authenticated, which is accomplished by having them notarized, certified at the county level, if applicable, and finally, apostilled at the Secretary of State's office in your state. In some states, the apostilling can occur without the certification level. Our staff is available to answer any questions you may have regarding your dossier. The time frame of completion of the dossier is up to you; however, your child referral process cannot begin until it is completed and in our office.
