Affiliation

Frank Adoption Center works in partnership with the Frank Foundation Child Assistance International, a non-profit international children’s relief organization based in Washington, DC, with offices in Moscow, Russia, and Almaty and Astana, Kazakhstan. Frank Foundation is internationally recognized for its provision of medical, social, legal, educational, and other humanitarian services and assistance to underprivileged children throughout the world.

Frank Adoption Center is a member agency in good standing of the Joint Council on International Children’s Services (JCICS), the Better Business Bureau, and the North Carolina Coalition of Licensed Private Adoption Agencies (COLPAA). Frank Adoption Center is in the process of seeking Hauge Accreditation.

On permission to exercise activity with regard to the adoption of children on the territory of the Russian Federation

In accordance with the Regulation on the activity of bodies and organizations of foreign states with regard to the adoption of children on the territory of the Russian Federation and control thereof, approved by the Decree of the Government of the Russian Federation # 654, dated November 4, 2006, and on the basis of conclusions of the Ministry of Foreign Affairs, the Ministry of the Interior, the Ministry of Justice, and the Federal Supervision Service for Public Health and Social Affairs, I hereby order:

  • To authorize the Representative Office of the Corporation Frank Adoption Center, North Carolina (USA) in the Russian Federation to exercise activities with regard to the adoption of children on the territory of the Russian Federation.
  • To instruct the Department of Youth Policy, Education and Social Protection of Children (Levitskaya A.A.) to bring this order to the notice of bodies of executive power of the RF constituent members, the Ministry of Foreign Affairs, the Ministry of the Interior, the Ministry of Justice and the Federal Supervision Service for Public Health and Social Affairs.

Agencies that provide adoption services from Russia must be individually accredited by the Russian Federation Ministry of Education or utilize the accreditation of another agency. Frank Adoption Center is proud of the fact that in 2000 we were one of the first four United States agencies to be accredited. This is in recognition of our high standards of practice and the quality of service we provide to families adopting through our agency. Russian accreditation requires annual renewal, and Frank Adoption Center has been continuously accredited since 2000.

Hague Convention Accreditation

The Hague Convention is an international treaty created to ensure that intercountry adoptions are in the best interests of children and to prevent abduction, exploitation, sale or trafficking of children. In 1994 the U.S. signed this treaty and agreed to develop regulations and a monitoring process for adoption service providers in the U.S> that worked with agencies in countries that signed onto the Convention. History

The agency was one of the first accredited by the Russian Federation Ministry of Education in 2000. Our program has grown rapidly, uniting more than 2000 children with their forever families.
